Wisconsin Shooting: About The Victim and New Investigation Details
The Madison, Wis. community is asking familiar questions after another police encounter ended with a man shot dead: What happened? Who will be held accountable? And why do these moments continue to expose deep fractures between law enforcement and the communities they serve?
The fatal shooting of Corey Ruiz has reignited those conversations, bringing protests to the streets and putting Madison’s history with police violence back under the microscope.

Who Was Corey Ruiz?
Police revealed the identity of the 38-year-old man who was killed during an encounter with Madison police on Wednesday (July 22). He was identified as Black or Latino in state records, according to the Associated Press. Friends and community members say Ruiz’s life was more complicated than the circumstances surrounding his death.

“I just want people to remember during this that he’s a human,” Ruiz’s friend, Jazzman Brown, told WISC in an interview. “I mean, people are so quick during Tony Robinson and George Floyd to dehumanize them, to criminalize them. And that is not fair.”
Ruiz’s friend described him as a father of two who faced serious struggles, including homelessness and addiction, but emphasized that those challenges did not define him. He continues to be remembered by friends and family as the official investigation continues.
What Led Police to Ruiz?
We previously told you officers responded to reports of a man allegedly looking into cars in Madison. Ruiz reportedly fled on a bicycle, prompting officers to try to stop him. Police said the interaction escalated when they attempted to take him into custody.
The Shooting
According to one video taken by a bystander, Madison police struggled with Ruiz during the attempted arrest. Authorities stated that officers used a Taser, but it was ineffective.
Police said Ruiz then produced a knife and injured one officer during the struggle. That’s when an officer fired multiple shots, striking Ruiz. He was taken to a hospital, where he died, according to BBC.
The exact sequence of events remains under investigation to determine whether officers followed department policies and whether the use of deadly force was justified.
Bystander Cellphone Footage
As of Friday (July 24), videos taken by bystanders have circulated online and are the only footage available of the incident. One major point of criticism is that Madison police officers involved in the shooting were not wearing body cameras, as is typical for Madison.
Still, community members say the video raises questions about whether officers had other options available. Now, they’ve taken to the streets to demand full transparency.
Protests and Wisconsin’s History with Racial Tension
Following the shooting, protesters gathered for Ruiz’s vigil and marched through downtown Madison, according to Reuters. Demonstrators demand answers about the officers’ actions, the release of additional evidence and changes to police practices.
The case reopened conversations about race and policing in Madison, particularly because of the city’s history with officer-involved shootings.
The 2015 police killing of a Black man, Tony Robinson, led to widespread protests ten years ago. Now, Ruiz’s death represents lasting concerns about how police interact with Black residents and people experiencing homelessness or mental health crises.
What’s Next?
The Wisconsin Department of Justice is leading an independent investigation into the shooting, according to a police statement. The officers involved have been placed on administrative leave, which is standard procedure following an officer-involved death.
Investigators are expected to review witness statements, video evidence and forensic information before determining whether any further action is needed.
Still, several important questions remain unanswered. As the investigation continues, Ruiz’s family, friends and community members say they want accountability–but they also want the public to remember the person at the center of the story.
